Fees for Flight Tests

1.

General

There shall be charged and levied for flight tests conducted to assess the skill of applicants for the grant, renewal or re-issue of various flight crew licences and associated ratings or, where required, for the validation of licences issued by the relevant authorities of other States fees as set out hereunder.

( a ) For the purposes of this Schedule, the term "Professional Pilot's Licence" includes a Commercial Pilot's Licence (C.P.L.), a Senior Commercial

Pilot's Licence (S.C.P.L.) or an Airline Transport

Pilot's Licence (A.T.P.L.).

2.

Classification of Flight Tests

For the purposes of this Schedule, flight tests are classified as follows:—

( a ) Flight Tests — - Group A:

The flight tests in this group are for the grant, or (if required) for the renewal, re-issue or validation of a Private Pilot's Licence (P.P.L.), a Multi-engine rating, an Aircraft Type rating (aircraft under 5,700 kgs. maximum total authorised weight) and for the grant or renewal of an Instrument rating (endorsed on any licence) or the grant or renewal of an Instrument rating validation (endorsed on any licence).

( b ) Flight Tests — Group B:

The flight tests in this group are for the grant, or (if required) for the renewal, re-issue or validation of a Professional Pilot's Licence (single or multi-engine aircraft under 5,700 kgs. maximum total authorised weight) and for Flight Instructor ratings Class I and II.

3.

Fees Payable

The amounts listed below are the fees for a flight test. Where there is more than one candidate, the amounts quoted are subject to the provisions of paragraph 4.

( a ) Flight Tests — Group A:

Number of test candidates Fee
1 £254
2 £198 per candidate
3 £193 per candidate
4 £184 per candidate
5 or more £178 per candidate

( b ) Flight Tests — Group B:

Number of test candidates Fee
1 £416
2 £382 per candidate
3 £268 per candidate
4 £264 per candidate
5 or more £237 per candidate
4.

Reduction of Fees for Group Flight Test Applications

( a ) There is a sliding scale for group flight test applications (hereinafter referred to as "group applications") made by a Flight Training Organisation (F.T.O.), a Flying Club or other body recognised for this purpose by the Authority. Where a group application is made, it must be guaranteed that the flight test candidates will be presented consecutively (in any order) at an agreed single location during the period for which the flight test examiner is in attendance.

( b ) A group application may be made on behalf of candidates requiring a combination of flight tests from Flight Test Groups A and B as defined in paragraph 2 above. Where such an application is made the fee for an individual candidate will be determined as if all the applications were for that individual's Flight Test Group. By way of example, should such an application be made on behalf of four candidates, two requiring P.P.L. flight tests (i.e. Flight Test— Group A) and two requiring C.P.L. flight tests (i.e. Flight Test— Group B), the fees would be as follows:—

For each P.P.L. candidate: £184 (the fee as if all four candidates were from Flight Test— Group A).

For each C.P.L. candidate: £264 (the fee as if all four candidates were from Flight Test— Group B).

( c ) A substitution may be made within any group application, without alteration of the basis upon which an individual applicant's fees are determined, subject to the payment of an administration fee of £20 on written notification to the Authority of the substitution. It shall be the responsibility of the person who made the group application to arrange payment of the flight test fee between the substitute candidate and the withdrawing candidate and to settle any adjustment in the total fee payable resulting from the substitution.

( d ) Where a series of flight tests is being conducted on foot of a group application, an interruption in testing as a result of unsuitable weather conditions shall not be regarded as interrupting the consecutive nature of the flight tests.

5.

5.

Fee Reduction for Combined Flight Tests

Where a candidate intends to take a combined flight test, e.g. a C.P.L. and Instrument rating, the fees for the additional ratings will be 25% of the fee otherwise applicable. The total fee will be rounded up to the nearest whole pound. This arrangement will also apply to individual candidates within a group application. By way of example, should such an application be made on behalf of a candidate within a group application for five candidates, the fee would be as follows:—

£237 (for C.P.L. flight test)

£44.50 (25% of £178 for Instrument rating flight test)

£282 Total (rounded) fee.

6.

6.

Supplementary Provisions for Flight Test Fees

( a ) Failure to attend for flight test

Where a flight test candidate does not attend for the flight test and such absence has not been excused by prior arrangement with the flight test examiner the candidate's fees shall be forfeited. However, 50% of the fee will be offset against the fee otherwise payable should the candidate apply for another flight test. Where the candidate was within a group application his absence will be without prejudice to the other candidates.

( b ) Withdrawal from flight test

Where a flight test candidate withdraws his flight test application before any costs have been incurred by the flight test examiner, he may be paid a refund of his flight test fee less an administration fee of £20. Where a flight test candidate withdraws his flight test application after costs have been incurred by the flight test examiner, the rules applicable to failure to attend as set out in (a) above shall apply. Where the candidate was within a group application, the withdrawal must be through the person who made the application and any increase of the group's flight test fees as a result of there being a smaller group available shall be settled at that time.

( c ) Failure to provide aircraft for flight test

It is the responsibility of the applicant(s) to provide a serviceable, suitable and acceptable aircraft for the flight test(s). Where a flight test examiner attends at a location for a flight test(s) and such test(s) cannot be carried out because of the unavailability of a serviceable, suitable and acceptable aircraft, the sum of £178 shall be forfeited by the candidate. In the case of a group application the total sum forfeited shall also be £178.

( d ) Flight tests for heavy aircraft

Fees for flight tests for Aircraft Type ratings or Instrument ratings on aircraft which exceed a maximum total authorised weight of 5,700 kgs. requiring a flight test examiner supplied by the Authority, shall be charged on a cost recovery basis, subject to a minimum of the appropriate flight test fee specified at paragraph 3 above.

( e ) Flight tests for Flight Engineer's Licence or Flight Navigator's Licence

Fees for a flight test, when required, for the grant, renewal, re-issue or validation of a Flight Engineer's Licence or Flight Navigator's Licence shall be charged on a cost recovery basis, subject to a minimum of the appropriate flight test fee specified at paragraph 3 above for "Flight Test— Group B".

( f ) Skill tests conducted in an aircraft simulator

Fees for skill tests conducted in an aircraft simulator shall be charged on a cost recovery basis subject to a minimum of the appropriate flight test fee for the licence or rating sought as specified in this Schedule.
