Vista la deliberazione del Consiglio dei Ministri, adottata nella riunione del 6 agosto 1985;
Sulla proposta del Ministro degli affari esteri, di concerto con i Ministri del tesoro e del commercio con l'estero;

il seguente decreto:

Piena ed intera esecuzione e' data agli scambi di note tra la Repubblica italiana e la Repubblica araba d'Egitto che modificano l'accordo sugli indennizzi del 23 marzo 1965, effettuati al Cairo il 12 ottobre 1983, a decorrere dalla loro entrata in vigore in conformita' a quanto disposto negli stessi scambi di note.

Cairo, 12th October 1983. Excellency, With reference to the Agreement in force concerning the compensantion for italian interests in Egypt signed in Cairo on 23rd March, 1965 between the Government of Arab Republic of Egypt and the Government of Italy. The italian Government accepts the closure as of 1.11.1983 of the accounts opened by the Central Bank of Egypt in the name of the "Ufficio italiano dei Cambi" with exception of the Sub-Account "T" which balance availabilities amounts to L.E. 38,684 at the present date. This account will be utilized for purposes mentioned by the aforesaid Agreement; and will be closed when fully consumed. The Egyptian Ministry of Economy and Foreign Trade for account of the Egyptian Government shall transfer to Italy the residual compensations not yet transferred on the basis of the above mentioned Agreement. I have the honour to propose that this letter and your reply sball together constitute an Agreement between our two Governments, which shall enter into force provisionally on the date of signature and finally on the date which the two Governments will inform each other the respective constitutional procedures have been completed. I shall be grateful if Your Excellency will confirm the Agreement of Your Government on the contents of this letter. I avail myself of this opportunity to renew to Your Excellency the assurance of my highest consideration. The Ambassador Elio GIUFFRIDA H.E. Excellency, With reference to the Agreement concerning the compensation for italian interests in Egypt signed in Cairo on 23rd March, 1965 between the Government of Arab Republic of Egypt and the Government of Italy and with reference to the Exchange of Letters of today concerning the dues of the italian Nationals, i have the honour to propose that the Egyptian Government undertakes to transfer directly to the creditors concerned in Italy these dues on italian Lire or other convertible currencies at the rate of exchange of L.E. 1 equal 2.3 US Dollars. The competent Egyptian Authiorities will inform the italian Embassy in Cairo of the aforesaid transfers. I have furthermore the honour to inform Your Excellency that the mechanism foreseen by the Agreement in reference concerning the settlemnent of the 30 per cent of the importation value in Italy of Egyptian goods (with exception of raw cotton, rice and oil) will not be applied as of lst Nov. 1983. I have the honour to propose that this letter and your reply shall together constitute an Agreement between our two Governments, which shall enter into force provisionally on the date of signature and finally on the date on which the two Governments will inform each other that the respective constitutional procedures have been completed.
