5.552 The allocation of the spectrum for the fixed-satellite service in the bands 42.5–43.5 GHz and 47.2–50.2 GHz for Earth-to-space transmission is greater than that in the band 37.5–39.5 GHz for space-to-Earth transmission in order to accommodate feeder links to broadcasting satellites. Administrations are urged to take all practicable steps to reserve the band 47.2–49.2 GHz for feeder links for the broadcasting-satellite service operating in the band 40.5–42.5 GHz.

5.552A The allocation to the fixed service in the frequency bands 47.2–47.5 GHz and 47.9–48.2 GHz is identified for use by high-altitude platform stations (HAPS). This identification does not preclude the use of this frequency band by any application of the services to which it is allocated on a co-primary basis, and does not establish priority in the Radio Regulations. Such use of the fixed-service allocation in the frequency bands 47.2–47.5 GHz and 47.9–48.2 GHz by HAPS shall be in accordance with the provisions of Resolution 122 (Rev.WRC-19). (WRC-19)

5.553 In the bands 43.5–47 GHz and 66–71 GHz, stations in the land mobile service may be operated subject to not causing harmful interference to the space radiocommunication services to which these bands are allocated (see No. 5.43). (WRC-2000)

5.553A In Algeria, Angola, Bahrain, Belarus, Benin, Botswana, Brazil, Burkina Faso, Cabo Verde, Korea (Rep. of), Côte d’Ivoire, Croatia, United Arab Emirates, Estonia, Eswatini, Gabon, Gambia, Ghana, Greece, Guinea, Guinea-Bissau, Hungary, Iran (Islamic Republic of), Iraq, Jordan, Kuwait, Lesotho, Latvia, Liberia, Lithuania, Madagascar, Malawi, Mali, Morocco, Mauritius, Mauritania, Mozambique, Namibia, Niger, Nigeria, Oman, Qatar, Senegal, Seychelles, Sierra Leone, Slovenia, Sudan, South Africa, Sweden, Tanzania, Togo, Tunisia, Zambia and Zimbabwe, the frequency band 45.5–47 GHz is identified for use by administrations wishing to implement the terrestrial component of International Mobile Telecommunications (IMT), taking into account No. 5.553. With respect to the aeronautical mobile service and radionavigation service, the use of this frequency band for the implementation of IMT is subject to agreement obtained under No. 9.21 with concerned administrations and shall not cause harmful interference to, or claim protection from these services. This identification does not preclude the use of this frequency band by any application of the services to which it is allocated and does not establish priority in the Radio Regulations. 5.554 In the bands 43.5–47 GHz, 66–71 GHz, 95–100 GHz, 123–130 GHz, 191.8–200 GHz and 252–265 GHz, satellite links connecting land stations at specified fixed points are also authorized when used in conjunction with the mobile-satellite service or the radionavigation-satellite service. (WRC-2000)

5.554A The use of the bands 47.5–47.9 GHz, 48.2–48.54 GHz and 49.44–50.2 GHz by the fixed-satellite service (space-to-Earth) is limited to geostationary satellites. (WRC-03)

5.555 Additional allocation: the band 48.94–49.04 GHz is also allocated to the radio astronomy service on a primary basis. (WRC-2000)

5.555B The power flux-density in the band 48.94–49.04 GHz produced by any geostationary space station in the fixed-satellite service (space-to-Earth) operating in the bands 48.2–48.54 GHz and 49.44–50.2 GHz shall not exceed –151.8 dB(W/m2) in any 500 kHz band at the site of any radio astronomy station. 5.555C The use of the frequency band 51.4–52.4 GHz by the fixed-satellite service (Earth-to-space) is limited to geostationary-satellite networks. The earth stations shall be limited to gateway earth stations with a minimum antenna diameter of 2.4 metres. (WRC-19)

5.556 In the bands 51.4–54.25 GHz, 58.2–59 GHz and 64–65 GHz, radio astronomy observations may be carried out under national arrangements. (WRC-2000)

5.556A Use of the bands 54.25–56.9 GHz, 57–58.2 GHz and 59–59.3 GHz by the inter-satellite service is limited to satellites in the geostationary-satellite orbit. The single-entry power flux-density at all altitudes from 0 km to 1.000 km above the Earth’s surface produced by a station in the inter-satellite service, for all conditions and for all methods of modulation, shall not exceed –147 dB(W/(m2 • 100 MHz)) for all angles of arrival. 5.558A Use of the band 56.9–57 GHz by inter-satellite systems is limited to links between satellites in geostationary-satellite orbit and to transmissions from non-geostationary satellites in high-Earth orbit to those in low-Earth orbit. For links between satellites in the geostationary-satellite orbit, the single entry power flux-density at all altitudes from 0 km to 1.000 km above the Earth’s surface, for all conditions and for all methods of modulation, shall not exceed

5.559 In the band 59–64 GHz, airborne radars in the radiolocation service may be operated subject to not causing harmful interference to the inter-satellite service (see No. 5.43). (WRC-2000)

5.559AA The frequency band 66–71 GHz is identified for use by administrations wishing to implement the terrestrial component of International Mobile Telecommunications (IMT). This identification does not preclude the use of this frequency band by any application of the services to which this frequency band is allocated and does not establish priority in the Radio Regulations. Resolution 241 (WRC-19) applies. (WRC-19)

5.559B The use of the frequency band 77.5–78 GHz by the radiolocation service shall be limited to short-range radar for ground-based applications, including automotive radars. The technical characteristics of these radars are provided in the most recent version of Recommendation ITU-R M.2057. The provisions of No. 4.10 do not apply. (WRC-15)

5.560 In the band 78–79 GHz radars located on space stations may be operated on a primary basis in the Earth exploration-satellite service and in the space research service.

5.561 In the band 74–76 GHz, stations in the fixed, mobile and broadcasting services shall not cause harmful interference to stations of the fixed-satellite service or stations of the broadcasting-satellite service operating in accordance with the decisions of the appropriate frequency assignment planning conference for the broadcasting-satellite service. 5.562 The use of the band 94–94.1 GHz by the Earth exploration-satellite (active) and space research (active) services is limited to spaceborne cloud radars. (WRC-97)

5.562A In the bands 94–94.1 GHz and 130–134 GHz, transmissions from space stations of the Earth exploration-satellite service (active) that are directed into the main beam of a radio astronomy antenna have the potential to damage some radio astronomy receivers. Space agencies operating the transmitters and the radio astronomy stations concerned should mutually plan their operations so as to avoid such occurrences to the maximum extent possible. (WRC-2000)

5.562B In the frequency bands 105–109.5 GHz, 111.8–114.25 GHz and 217–226 GHz, the use of this allocation is limited to space-based radio astronomy only. (WRC-19)

5.562C Use of the band 116–122.25 GHz by the inter-satellite service is limited to satellites in the geostationary-satellite orbit. The single-entry power flux-density produced by a station in the inter-satellite service, for all conditions and for all methods of modulation, at all altitudes from 0 km to 1 000 km above the Earth’s surface and in the vicinity of all geostationary orbital positions occupied by passive sensors, shall not exceed –148 dB(W/(m2× MHz)) for all angles of arrival. 5.562D Additional allocation: In Korea (Rep. of), the frequency bands 128–130 GHz, 171–171.6 GHz, 172.2–172.8 GHz and 173.3–174 GHz are also allocated to the radio astronomy service on a primary basis. Radio astronomy stations in Korea (Rep. of) operating in the frequency bands referred to in this footnote shall not claim protection from, or constrain the use and development of, services in other countries operating in accordance with the Radio Regulations. 5.564A For the operation of fixed and land mobile service applications in frequency bands in the range 275–450 GHz:

The frequency bands 275–296 GHz, 306–313 GHz, 318–333 GHz and 356–450 GHz are identified for use by administrations for the implementation of land mobile and fixed service applications, where no specific conditions are necessary to protect Earth exploration-satellite service (passive) applications.

The frequency bands 296–306 GHz, 313–318 GHz and 333–356 GHz may only be used by fixed and land mobile service applications when specific conditions to ensure the protection of Earth exploration-satellite service (passive) applications are determined in accordance with Resolution 731 (Rev.WRC-19).

In those portions of the frequency range 275–450 GHz where radio astronomy applications are used, specific conditions (e.g. minimum separation distances and/or avoidance angles) may be necessary to ensure protection of radio astronomy sites from land mobile and/or fixed service applications, on a case-by-case basis in accordance with Resolution 731 (Rev.WRC-19).

The use of the above-mentioned frequency bands by land mobile and fixed service applications does not preclude use by, and does not establish priority over, any other applications of radio services in the range of 275–450 GHz. (WRC-19)

Annex 3, De nationale voetnoten

The use of the range 275–1 000 GHz by the passive services does not preclude use of this range by active services. Administrations wishing to make frequencies in the 275–1 000 GHz range available for active service applications are urged to take all practicable steps to protect these passive services from harmful interference until the date when the Table of Frequency Allocations is established in the above-mentioned 275–1 000 GHz frequency range.

All frequencies in the range 1 000–3 000 GHz may be used by both active and passive services. (WRC-12)

De bestemming vaste satellietdienst – ruimte naar aarde (FSS_SE) is ingeperkt tot het passief gebruik van frequentieruimte ten behoeve van de vaste satellietdienst dat al plaatsvond voor 1 december 2023.

Volgens overeengekomen afspraken en voorwaarden kan het ministerie van Defensie

medegebruik toestaan aan het ministerie van Veiligheid en Justitie. Deze nationale

voetnoot geldt tot 1 januari 2017.

Bestemming voor GNSS-repeaters voor de hoofdcategorie zakelijk gebruik is ingeperkt

tot bedrijven die GNSS toepassingen ontwerpen, testen, inbouwen of onderhouden.

CGC’s dienen integraal onderdeel uit te maken van een satellietsysteem en dienen onder controle te staan van het satellietcapaciteits- en netwerkbeheersmechanisme.

De band van 24,25 GHz tot 26,65 GHz is op NIB-basis mede bestemd voor kortbereikradarapparatuur in motorvoertuigen voor zover typegoedkeuring van het voertuig voor 1 januari 2018 is verleend. Zie verder Regeling gebruik van frequentieruimte zonder vergunning en zonder meldingsplicht 2015.

AIS –Automatic Identification System

ESOMP - Earth Stations On Mobile Platform

Satellietgrondstation en bijbehorende systeem op een mobiele platform voor het zenden naar satellieten in geostationaire dan wel non-geostationaire banen. Voorbeelden van mobiele platforms zijn treinen, schepen, vliegtuigen, voertuigen enz. ESOMPs werken met kleine richtantennes waarmee breedband communicatieverbindingen met satellieten worden gerealiseerd.

ESV – Earth Stations on board Vessels / Satellietstations aan boord van schepen.

FM-radio – Frequency Modulation radio / (Omroep)uitzendingen waarbij de informatie (bijvoorbeeld het omroepsignaal) verzonden wordt door de frequentie van de draaggolf te variëren.

Frequentieband – Het begrip ‘frequentieband’ wordt in het spectrumbeleid veel gebezigd. Het woord ‘band’ is niet een vaststaand begrip, het woord wordt op verschillende manieren gebruikt. Men kan ermee de ruimte tussen twee opeenvolgende ITU-bandgrenzen bedoelen, bijvoorbeeld van 4,4 GHz tot 4,5 GHz. Maar men kan ‘ frequentieband’ ook meer globaal bedoelen, bijvoorbeeld de UHF-band of de 800 MHz band. In het laatste geval geval bedoelt men de ruimere zone in het spectrum, van 790 MHz tot 862 MHz. In het laatste geval bedoelt men dus een aaneengesloten spectrumzone.

ISM-apparatuur, waarbij hoogfrequent elektromagnetische energie wordt gebruikt voor andere doeleinden dan informatieoverdracht. Voorbeelden zijn diathermie, verhitting in magnetronovens en vonkverspaning.

ITS – Intelligent Transport Systems

Systemen die worden gebruikt voor communicatie tussen voertuigen onderling en/of voor communicatie tussen voertuigen en infrastructuur langs de weg. De meeste ITS toepassingen houden verband met de veiligheid op de weg.

ITS voor stedelijke spoorwegen – ‘intelligente vervoerssystemen voor stedelijke spoorwegen’ of ‘ITS voor stedelijke spoorwegen’: intelligente vervoerssystemen die worden toegepast op stedelijke of voorstedelijke spoorlijnen en die door ten minste één besturings- en beheerssysteem worden geleid, en gescheiden zijn van weg- en voetgangersverkeer.

ITU radiodienst – ITU radio service. (International Telecom Union)

ITU-RR – International Telecommunications Union – Radio Regulations

Kerktelefonie – Systeem bestemd voor het integraal lokaal audio uitzenden van godsdienstige bijeenkomsten. / System for local audio broadcasting of religious meetings.

LEST – low- EIRP satellite terminals

Meteorscatter – Communicatiemethode waarbij voor verbindingen tot ver voorbij de horizon gebruik wordt gemaakt van de reflectie van radiosignalen tegen de ionisatiesporen van kleine meteorieten die deze veroorzaken bij verbranding in de bovenste luchtlagen van de aardse atmosfeer.

MAS – Meteorologische waarnemingen – Meteorological Aid System

Mediadienst: dienst die bestaat uit het verzorgen van media-aanbod door middel van openbare elektronische communicatienetwerken als bedoeld in artikel 1.1, onderdeel h, van de Telecommunicatiewet, waarvoor de verzorger redactionele verantwoordelijkheid draagt (Artikel 1.1. Mediawet 2008)

MLS – Microwave Landing System / Systeem t.b.v. het laten landen van vliegtuigen.

Mobiele communicatie – Een radiocommunicatiedienst tussen mobiele stations en landstations, of tussen mobiele stations onderling. / Mobile communication -radiocommunication service between mobile and land stations, or between mobile stations.

Mobile station / Mobiel station

A station in the mobile service intended to be used while in motion or during halts at unspecified points. / Een station dat behoort tot de mobiele radiocommunicatiedienst en gebruikt mag worden indien in beweging of vast op ongespecificeerde locaties.

MWS – Multimedia Wireless Systems / Breedbandige multimedia toepassingen.

NDB – Non Directional Beacon/ Navigatiebaken.

NIB Non Interferentie Basis / Non Interferentie Base / Radiodienst die op basis van het NIB-principe gebruik mag maken van een frequentieband betekent dat deze dienst geen storing mag veroorzaken aan de radiodiensten met een primaire of secundaire status en bovendien storing moet accepteren.

Niet-gecoördineerde satellietgrondstations

Voor niet-gecoördineerde satellietgrondstations geldt dat het gebruik van frequentieruimte niet internationaal is afgestemd door toepassing van de coördinatie procedure van artikel 9 van de Radio Regulations. De gebruiker kan om die reden geen ongestoord frequentiegebruik claimen. Ook geldt voor deze grondstations dat zij geen verstoring mogen veroorzaken aan andere primaire gebruikers in de band of aan satellietgrondstations waarvoor wèl de internationale coördinatieprocedure (art. 9 RR) is doorlopen. Niet-gecoördineerde grondstations staan onder controle van een satellietnetwerk. Voorbeelden van niet-gecoördineerde satellietgrondstations zijn VSAT terminals, Low en High e.i.r.p. Satellite terminals (LEST & HEST) en satellietgrondstations op mobiele platforms (bijvoorbeeld aan boord van schepen en vliegtuigen, ESOMPs)

NMR-toepassingen – Nuclear Magnetic Resonance, afgekort NMR-sensoren, zijn toestellen waarbij het onderzochte materiaal of voorwerp in de behuizing van het NMR-apparaat wordt geplaatst. NMR-technieken maken gebruik van NMR-bekrachtiging en de respons van de magnetische veldsterkte van een te testen materiaal/voorwerp om informatie over materiaaleigenschappen te verzamelen op basis van de resonantiefrequentie-responsen van de isotopen van atomen. Systemen voor NMR-beeldvorming en kernspintomografie vallen hier niet onder.

Omroepdienst: mediadienst die betrekking heeft op het verzorgen van media-aanbod dat op basis van een chronologisch schema dat is vastgesteld door de instelling die verantwoordelijk is voor het media-aanbod, al dan niet gecodeerd door middel van een omroepzender of een omroepnetwerk wordt verspreid voor gelijktijdige ontvangst door het algemene publiek of een deel daarvan (Artikel 1.1. Mediawet 2008).

Op afstand bestuurd luchtvaartuig – luchtvaartuig als bedoeld in de Wet luchtvaart voor zover deze onbemand is en met een radiocommunicatieverbinding wordt bestuurd en/of voor de communicatie van apparaten aan boord daarvan radiofrequenties worden gebruikt. Een dergelijk luchtvaartuig wordt ook wel ‘drone’ genoemd of RPAS (remotely piloted aircraft system).

Paging – Een éénrichtingradiocommunicatiesysteem tussen een basisstation en mobiele of vast opgestelde ontvangers voor het overbrengen van informatie of signalering.

Perceelgebonden net – Radiocommunicatienetwerk op land voor communicatie binnen een bedrijf of organisatie, of binnen meerdere bedrijven of organisaties die met elkaar samenwerken voor de exploitatie van één gezamenlijk radiocommunicatienetwerk, waarbij het beoogde verzorgingsgebied zich beperkt tot de percelen en daarop gevestigde of te vestigen opstallen die het bedrijf, de organisatie of de samenwerkende bedrijven of organisaties in eigendom hebben, of waarop zij anderszins het recht hebben om deze te gebruiken voor functionele doeleinden.

PLB – Personal Locator Beacon / Apparaat dat door personen kan worden gebruikt om, in dun bevolkte gebieden zonder communicatiemogelijkheden, in geval van een calamiteit een alarmering uit te zenden en opsporing te vereenvoudigen.

PMR – 446 – Personal Mobile Radio / Systeem voor korteafstand-spraakcommunicatie in de 446 MHz band.

Radio-interfaces -Voorwaarden aan apparatuur die in een frequentieband mag worden gebruikt. Deze voorwaarden hebben betrekking op de bandbreedte, kanaalindeling, het uitgezonden vermogen en de bezettingsgraad.

RED - Radio Equipment Directive. Europese richtlijn voor radioapparatuur (2014/53/EU), die per 2014 de voorheen geldende richtlijn voor radioapparatuur en telecommunicatie-eindapparatuur R&TTE (1999/5/EG) heeft opgevolgd.

RLAN – Radio Local Area Network / Draadloos netwerk van computers en eindapparatuur.

RTTT – Road Transport and Traffic Telematics / Radiozendapparaten en/of systemen bedoeld voor wegtransport en verkeerstelematica, zoals onder andere voertuigradars en tolsystemen.

S-DAB – Satellite Digital Audio Broadcasting / Zie DAB

SGS – Satellietgrondstation / Satellite ground station

SRD – Short Range Device. Radio-apparaat met (zeer) gering zendvermogen bedoeld voor de communicatie tussen apparaten, over (zeer) korte afstanden.

SRR – Short Range Radar / Radar systeem in voertuigen voor de verkeersveiligheid en om botsingen te voorkomen.

SSR – Secondary Surveillance Radar. / Radarsysteem om de transponder in vliegtuigen te ondervragen.

Standaardfrequentie en tijdsignaal. De frequentietabel bevat op verschillende plaatsen ‘standaardfrequentie en tijdsignaal’ als bestemming. In dergelijke banden kunnen zendstations een signaal uitzenden om bijvoorbeeld klokken te synchroniseren. Nederland heeft dergelijke stations zelf niet, wel maken veel Nederlandse uurwerken gebruik van stations in het buitenland. Om die reden wordt in NL hiervoor toch bescherming geboden.

STM-1 – Synchronous Transport Module, level 1 / Vaste verbindingen, die een onderdeel vormen van een infrasructuurnetwerk hebben veelal een transportcapaciteit van 155 Mbit/sec volgens STM-1 formaat.

Supplemental downlink oftewel SDL: een ongepaarde frequentieband die gecombineerd is met een gepaarde frequentieband in een mobiel communicatienetwerk met als functie de downlink capaciteit te verhogen. Hiermee kan een mobiele operator zijn netwerkcapaciteit beter laten aansluiten op het meest voorkomende, doorgaans asymmetrische mobiele verkeerspatroon, dat wil zeggen meer downlink verkeer dan uplink verkeer.

TACAN – Tactical air navigation aid. / Militair systeem voor de navigatie van vliegtuigen.

T-DAB – Terrestrial Digital Audio Broadcasting / Systeem voor digitale radio. Zie ook DAB.

Vaste verbindingen / Fixed links

Vaste verbindingen worden ook wel straalverbindingen genoemd. Hierbij wordt gebruik gemaakt van twee vaste opstelpunten en richtantennes.

This Dutch frequency plan, edition 2014 (NFP2014) is a fully revised decree document of the last National Frequency Plan, edition 2005 (NFP2005). More limited changes of the frequency table have been published, on an average half-yearly basis, as interim changes since the NFP2005.

The main part of this decree is the frequency table (chapter 10). It contains an overview of present allocations, assignments and designations in the Netherlands. The chapters preceding the table provide an introduction, an explanation and background.

The Dutch Frequency Plan is special in an international sense in that it also indicates the assignment rules per band. Most countries publish these assignment rules in separate documents.

This frequency decree 2014 implements several parts of the Dutch frequency policy as published in the radio spectrum policy memorandum 2005.

This frequency plan mentions, where possible, the English terms and abbreviations so as to make it also accessible to the non-Dutch reader. However, Dutch regulation requires this decree to be published in Dutch. (Should there be any possible difference in interpretation, the Dutch text shall prevail).

An important new feature of this frequency plan is that frequency use for vital government tasks is assigned on the condition that its use has been justified. This concerns tasks like policing, public order and state security, rescue services, air traffic management, vessel traffic control, defence, public service broadcasting, and scientific use. In the table this is indicated by: ‘Aangewezen voor het ministerie van ...’ The ministries concerned have each produced a spectrum need justification plan (BehoefteOnderbouwingsPlan/BOP).

In case of a licence-free spectrum (‘zonder vergunning’), the Dutch usage restrictions are published in the Regeling gebruik van frequentieruimte zonder vergunning 2008. This decree mirrors, among other parts, ERC Recommendation 70-03, relating to the Use of Short Range Devices (SRD).

In Annex 4, indicated by HOL[...], a list is provided of the Dutch national footnotes, with extra information on bands e.g. use conditions, on regionally admitted and restricted use, on coupling with particular other bands, etc.

In addition to this Frequency plan, a Frequency Register is also available and largely accessible in English. The procedure for changing this decree has a duration of approximately five months. A public consultation of six weeks is standard in this procedure.
