The Horses (Free Access to Competitions) (Amendment) Regulations (Northern Ireland) 2020

Coming into operation: 31st December 2020

The Department of Agriculture, Environment and Rural Affairs[^f00001], designated[^f00002] for the purposes of section 2(2) of the European Communities Act 1972[^f00003] in relation to the common agricultural policy of the European Union in exercise of the powers conferred by section 2(2) of that Act, makes the following Regulations.

Citation, commencement and interpretation

• (1) These Regulations may be cited as the Horses (Free Access to Competitions) (Amendment) Regulations (Northern Ireland) 2020 and come into operation on 31st December 2020.

• (2) The Interpretation Act (Northern Ireland)1954[^f00004] shall apply to these Regulations as it applies to an Act of the Northern Ireland Assembly.

Amendment to the Horses (Free Access to Competitions) Regulations (Northern Ireland) 1992

• (1) The Horses (Free Access to Competitions) Regulations (Northern Ireland) 1992[^f00005] are amended as follows—

• (2) In regulation 3(2) for “The Regulations” substitute “Regulations 4 and 5”.

• (3) After regulation 5, insert—

(6) For each competition or type of competition listed in regulation 3(2), the Department of Agriculture, Environment and Rural Affairs may reserve, through bodies recognised by that Department for that purpose, a certain percentage (not exceeding 20%) of the prize money or profits for the safeguard, development and improvement of breeding.

Explanatory note

(This note is not part of the Regulations)

EXPLANATORY NOTE

These Regulations are made in exercise of the powers in section 2(2) of the European Communities Act 1972 (c. 68).

They amend domestic legislation relating to equine access to competitions to enable the Department to reserve a portion of the prize money from certain categories of competitions for specific purposes.

No Impact Assessments were produced in relation to these regulations as no, or no significant, impact on the private or voluntary sector is foreseen.
