Coming into operation in accordance with regulation 1(2)

Before being laid before the Assembly, the Department— carried out a public consultation in accordance with section 23(2)(a) of the Act; commissioned impact assessments in accordance with section 23(2)(b); consulted in accordance with section 23(2)(c) of the Act; and requested, and took into account, advice from the Committee on Climate Change, in accordance with section 56(2) of the Act, and when seeking that advice gave due regard to the matters mentioned in section 23(3) of the Act.

Explanatory note

(This note is not part of the Regulations)

EXPLANATORY NOTE

These Regulations provide for a maximum total amount for the net Northern Ireland emissions account for the first three carbon budget periods 2023-2027, 2028-2032 and 2033-2037, as required by section 23(1) of the Climate Change Act (Northern Ireland) 2022. A carbon budget provides a limit on the maximum total greenhouse gas emissions which should not be exceeded for a defined budgetary period, in order to help meet the overall and longer-term emissions reduction targets.
