The Scottish Ministers make the following Regulations in exercise of the power conferred by section 130(2) of the Transport (Scotland) Act 2019[^f00001].

Citation and commencement

These Regulations may be cited as the Transport (Scotland) Act 2019 (Commencement No. 2) Regulations 2020 and come into force on 19 March 2020.

Explanatory note

(This note is not part of the Regulations)

EXPLANATORY NOTE

These Regulations bring section 122(1)(a), (2) and (3) of the Transport (Scotland) Act 2019 (“the Act”) into force on 19 March 2020 and section 122(1)(b) of that Act into force on 1 April 2020. Section 122 of the Act amends section 3 of the Transport (Scotland) Act 2005[^f00002], paragraph 28 of schedule 3 of the Local Government (Scotland) Act 1975[^f00003] and section 165(6) of the Local Government etc. (Scotland) Act 1994[^f00004]. The amendments made through section 122 of the Act are intended to facilitate greater financial flexibility for Regional Transport Partnerships.

The Bill for the Act received Royal Assent on 15 November 2019. Sections 128 to 131 came into force on the following day.
