The Scottish Ministers make the following Regulations in exercise of the power conferred by section 130(2) of the Transport (Scotland) Act 2019[^f00001].
Citation and commencement

These Regulations may be cited as the Transport (Scotland) Act 2019 (Commencement No. 8) Regulations 2024 and come into force on 26 December 2024.
Appointed Day
2
The day appointed for the coming into force of section 37 of the Transport (Scotland) Act 2019, in so far as it is not already in force, is 26 December 2024.

Explanatory note

EXPLANATORY NOTE
These Regulations appoint 26 December 2024 as the date for the coming into force of section 37 of the Transport (Scotland) Act 2019 (“the 2019 Act”) for all remaining purposes. The Transport (Scotland) Act 2019 (Commencement No. 7) Regulations 2023 previously brought section 37 into force only to provide the Scottish Ministers with the power to make regulations under inserted section 6M of the Transport Act 1985.
Section 37 makes a number of changes to the Transport Act 1985 to deal with the implications to the registration of local services and the functions of the traffic commissioner of a bus services improvement partnership plan and scheme being in place. This includes provision about the registration of partnership service standards, as well as new powers for the traffic commissioner to refuse to register new bus services which cannot meet those services standards, to cancel existing registrations and to investigate local transport authorities’ compliance with their obligations under partnership schemes.
