The Road Vehicles Lighting Regulations 1989

Coming into force: 1st November 1989
The Secretary of State for Transport, in exercise of the powers conferred by–section 81 of the Road Traffic Act 1988, in so far as these Regulations revoke enactments having effect as if they had been made under that section; section 41 as read with section 43 of that Act as regards all other provisions of these Regulations, and all other enabling powers, and after consultation with representative organisations in accordance with section 195 of that Act, hereby makes the following Regulations:–
section 81 of the Road Traffic Act 1988, in so far as these Regulations revoke enactments having effect as if they had been made under that section;
section 41 as read with section 43 of that Act as regards all other provisions of these Regulations,
PART I — PRELIMINARY
Commencement, citation and revocations

- (1) These Regulations may be cited as the Road Vehicles Lighting Regulations 1989 and shall come into force on 1st November 1989.
- (2) The Road Vehicles Lighting Regulations 1984[^f00002] and the Road Vehicles Lighting (Amendment) Regulations 1987[^f00003] are hereby revoked.
Statement under section 43(3) of the Road Traffic Act 1988

- (1) The Secretary of State is satisfied that–
- (a) it is requisite that the provisions mentioned in paragraph (2) which vary the requirements about the construction of the vehicles to which those provisions apply, shall apply as from 1st November 1989 to such of those vehicles as are registered under the Vehicles (Excise) Act 1971[^f00004] before the expiration of one year from the making of these Regulations; and
- (b) notwithstanding that these provisions will then apply to those vehicles, no undue hardship or inconvenience will be caused thereby.
- (2) The provisions referred to in paragraph (1) are those set out in the Table below–

Interpretation

- (1) Unless the context otherwise requires, any reference in these Regulations–
- (a) to a numbered regulation or Schedule is a reference to the regulation or Schedule bearing that number in these Regulations.
- (b) to a numbered paragraph is to the paragraph bearing that number in the regulation or Schedule in which the reference occurs, and
- (c) to a numbered or lettered sub-paragraph is to the sub-paragraph bearing that number in the paragraph in which the reference occurs.
- (2) In these Regulations, unless the context otherwise requires, any expressions for which there is an entry in column 1 of the Table has the meaning given against it in column 2 or is to be construed in accordance with directions given against it in that column.
