The Secretary of State for Transport, in exercise of the powers conferred by sections 45(2) and (7) and 46 of the Road Traffic Act 1988[^f00001], and of all other enabling powers, and after consultation with representative organisations in accordance with section 195(2) of that Act, hereby makes the following Regulations:–

These Regulations may be cited as the Motor Vehicles (Tests) (Amendment) (No. 2) Regulations 1989 and shall come into force on 1st July 1989.

The Motor Vehicles (Tests) Regulations 1981[^f00002] are hereby amended so that in the regulations specified in column 1 of the Table below for the amounts specified in column 2 of the Table there are substituted the amounts specified in column 3 of the Table.

Explanatory note
(This note is not part of the Regulations)
These Regulations further amend the Motor Vehicles (Tests) Regulations 1981 (“the principal Regulations”) as follows.
- (a) The fee payable for the examination of a motor bicycle not having a side car attached to it is increased from £7.92 to £8.56.
- (b) The fee payable for the examination of any other vehicle (not being a Class VI vehicle) is increased from £13.22 to £14.26. Class VI vehicles are public service vehicles other than those of a type specified in regulation 5(3) of the principal Regulations.
- (c) The fee payable for the issue of a duplicate test certificate for vehicles (other than Class VI vehicles) is increased–
- (i) from £3.96 to £4.28 in the case of a motor bicycle not having a side car attached to it; and
- (ii) from £6.61 to £7.13 in any other case.
- (d) The fee payable for the supply of 100 forms of test certificate is reduced from £37 to £35.50.
