The Minister of Agriculture, Fisheries and Food, the Secretary of State for Scotland and the Secretary of State for Wales, acting jointly, in exercise of the powers conferred by sections 66(1), 68(1), (1A) and (3), 69(1), (3), (6) and (7), 70(1), 73(3), 74(1), 74A and 84 of the Agriculture Act 1970[^f00001] and now vested in them[^f00002] and of all other powers enabling them in that behalf, after consultation in accordance with section 84(1) of the said Act with such persons or organisations as appear to them to represent the interests concerned, and the Minister of Agriculture, Fisheries and Food and the Secretary of State, being Ministers designated[^f00003] for the purposes of section 2(2) of the European Communities Act 1972[^f00004] in relation to the common agricultural policy of the European Economic Community, acting jointly, in exercise of the powers conferred on them by the said section 2(2), and of all other powers enabling them in that behalf, hereby make the following Regulations:—

Title and commencement

These Regulations may be cited as the Feeding Stuffs (Amendment) Regulations 1991, and shall come into force on 30th July 1991.

Further amendment of the Feeding Stuffs Regulations 1988

The Feeding Stuffs Regulations 1988[^f00005] are hereby further amended in accordance with regulation 3.

(8) No material shall contain any added aromatic or appetising substance other than one named or described in column 2 of Part VII, or any such substance specified which, taking account of any such substance which is naturally present, exceeds the maximum content (if any) specified in relation thereto in column 5 of that Part. No material shall contain any substance specified in column 2 of Part VII unless the material is for an animal listed opposite the substance in question in column 4 of that Part.

Explanatory note

(This note is not part of the Regulations)

These Regulations further amend the Feeding Stuffs Regulations 1988. Regulation 3 amends Schedules 4 and 7 to the principal Regulations, which relate respectively to permitted additives in feeding stuffs and to the control of certain protein sources.

The Regulations implement the following four directives of the European Economic Community save insofar as they relate to medicinal products:—

1 Commission Directive 89/23/EEC (OJ No. L11, 14.1.89, p.34) amending Annex 1 to Directive 70/524/EEC (OJ No. L270, 14.12.70, p.1) concerning additives in feeding stuffs (regulation 3(1) and (4) and Part I of the Schedule);

2 Commission Directive 89/520/EEC (OJ No. L270, 19.9.89, p.13) amending the Annex to Directive 82/471/EEC (OJ No. L213, 21.7.82, p.8) concerning certain products used in animal nutrition (regulation 3(5)(b), (d) and Part III of the Schedule);

3 Commission Directive 90/110/EEC (OJ No. L67, 15.3.90, p.44; see also corrigenda in OJ No. L83, 30.3.90, p.128 and OJ No. L96, 12.4.90, p.92) amending Annex 1 to Directive 70/524/EEC concerning additives in feeding stuffs (regulation 3(2) and (3));

4 Commission Directive 90/439/EEC (OJ No. L227, 21.8.90, p.33) amending the Annex to Directive 82/471/EEC concerning certain products used in animal nutrition (regulation 3(5)(a) and (c) and Part II of the Schedule).
