The Fixed Penalty Order 2000
Made: 10th October 2000
Laid before Parliament: 11th October 2000
Coming into force: 1st November 2000
The Secretary of State, in exercise of the power conferred on him by section 53 of the Road Traffic Offenders Act 1988[^f00001], and after consultation in accordance with section 88(2) of that Act with such representative organisations as he thinks fit, hereby makes the following Order:
Citation and commencement

- (1) This Order may be cited as the Fixed Penalty Order 2000 and shall come into force on 1st November 2000.
- (2) This Order applies in relation to a fixed penalty offence alleged to have been committed on or after 1st November 2000.
Fixed penalties

Save where there is more specific provision in Schedule 2 by reference to the circumstances of the offence, the fixed penalty for an offence shown in column (1) of Schedule 1 to this Order shall be the amount shown in relation to that offence in column (2) of that Schedule.
Revocations

The Fixed Penalty Order 1992[^f00002] and the Fixed Penalty (Increase) (Scotland) Order 1992[^f00003] are hereby revoked.

Explanatory note
(This note is not part of the Order)
This Order prescribes fixed penalties for fixed penalty offences. The prescribed penalties replace those prescribed for England and Wales by the Fixed Penalty Order 1992 (S.I. 1992/346) and for Scotland by the Fixed Penalty (Increase) (Scotland) Order 1992 (S.I. 1992/435 (S. 50)).
Fixed penalties are increased from £40 to £60 for offences involving obligatory endorsement and for parking offences committed in Greater London on a red route, from £30 to £40 for other parking offences committed in Greater London and from £20 to £30 for other fixed penalty offences.

In this Schedule—
- “fixed penalty parking offence” means—an offence under the Road Traffic Regulation Act 1984[^f00004] which is a fixed penalty offence, which does not involve obligatory endorsement and which is committed in respect of a stationary vehicle;an offence under section 15(1) of the Greater London Council (General Powers) Act 1974[^f00005];an offence under section 137(1) of the Highways Act 1980[^f00006];an offence under section 19 of the Road Traffic Act 1988[^f00007];an offence under section 42 of the Road Traffic Act 1988 consisting in the causing of an unnecessary obstruction of a road in breach of regulation 103 of the Road Vehicles (Construction and Use) Regulations 1986[^f00008];oran offence under the Parks Regulation Acts 1872 and 1926[^f00009] consisting in the failure to comply with, or acting in contravention of, regulation 4(30) of the Royal Parks and Other Open Spaces Regulations 1997[^f00010];
- “red route” means a length of road affected by either or both of the following traffic signs, namely—a traffic sign lawfully placed on the road, being a traffic sign which bears the words “Red Route”, with or without any other word or any sign or other indication; ora traffic sign consisting of a red line or mark is lawfully placed on the road;
- “traffic sign” means a traffic sign for the purposes of section 64(1) of the Road Traffic Regulation Act 1984 which conveys any restriction or prohibition under an order made under that Act.
