Section 83 and Schedule 7 are to be amended by sections 45 and 120 of, and Schedule 9 to, the 2004 Act on a date to be appointed. Prospectively substituted paragraph 12(1A) was amended by paragraph 4 of Schedule 5 to the Local Democracy, Economic Development and Construction Act 2009 (c. 20).
