The Secretary of State makes the following Regulations in exercise of the powers conferred by section 85(1)(a) and (b), (1A), (1B), (3) and (5) to (7) and section 86(1) of the Merchant Shipping Act 1995 and section 2(2) of the European Communities Act 1972 .

In accordance with section 86(4) of the Merchant Shipping Act the Secretary of State has consulted the persons referred to in that section.

A medical fitness certificate is valid only from the date of the medical examination or the date of consideration by a medical referee, as appropriate, and for the following maximum periods—
