The Secretary of State is designated for the purposes of section 2(2) of the European Communities Act 1972[^f00001] in relation to the common agricultural policy of the European Union[^f00002] and makes these Regulations in exercise of those powers, and the powers conferred by paragraph 1A of Schedule 2 to that Act, and with the consent of the Treasury under section 56(1) of the Finance Act 1973[^f00003].

EXPLANATORY NOTE

The Regulations revoke the Welfare of Animals at the Time of Killing Regulations 2014 (S.I. 2014/1240). An impact assessment has not been produced for this instrument as no impact is foreseen on the private, voluntary or public sectors.
