Coming into force

Accordingly, the Secretary of State[^f00002] makes this Order.

Citation and commencement

• (1) This Order may be cited as the Civil Enforcement of Parking Contraventions Designation Order 2014.

• (2) Articles 1, 2 and 3 come into force on 29th December 2014.

• (3) Article 4 comes into force on 19th January 2015.

Revocation of previous orders

The Road Traffic (Permitted Parking Area and Special Parking Area) (County of Cambridgeshire) (City of Cambridge) Order 2004[^f00003] is revoked.

Designation of civil enforcement areas and special enforcement areas under the Traffic Management Act 2004

• (1) The Secretary of State designates those parts of the area of The Cambridgeshire County Council described in paragraph (2) as—

• (a) a civil enforcement area for parking contraventions; and

• (b) a special enforcement area.

• (2) The parts referred to in paragraph (1) are those parts of the city of Cambridge, the district of South Cambridgeshire and the district of Huntingdonshire as specified in Schedule 1.

The Secretary of State designates the part of the area of Knowsley Metropolitan Borough Council specified in Schedule 2 as—

• (a) a civil enforcement area for parking contraventions; and

• (b) a special enforcement area.

SCHEDULE 1 — The parts of the area of The Cambridgeshire County Council designated as a civil enforcement area for parking contraventions and as a special enforcement area

The following parts of the area of The Cambridgeshire County Council—

• (a) the whole of the city of Cambridge but excluding the entire length of the M11, including its on and off slip roads and the entire length of the A14 within the city of Cambridge;

• (b) the part of the district of South Cambridgeshire situated between the boundary of the Trumpington park and ride site at Ordnance Survey national grid reference point TL4402654120 and the boundary of the city of Cambridge at Ordnance Survey national grid reference point TL4426254319 and the location of which in relation to the city of Cambridge is indicated at Ordnance Survey national grid reference point TL4424654248;

• (c) the part of the district of South Cambridgeshire situated between the boundary of the Babraham park and ride site at Ordnance Survey national grid reference point TL4800254513 and the boundary of the city of Cambridge at Ordnance Survey national grid reference point TL4781154447 and the location of which in relation to the city of Cambridge is indicated at Ordnance Survey national grid reference point TL4776254471;

• (d) the part of the district of South Cambridgeshire situated within the boundary of the Newmarket Road park and ride site as indicated at Ordnance Survey national grid reference point TL4920259249 and the location of which in relation to the city of Cambridge is indicated at Ordnance Survey national grid reference point TL4918459400;

• (e) the part of the district of South Cambridgeshire situated within the boundary of the Milton park and ride site as indicated at Ordnance Survey national grid reference point TL4678563137 and the location of which in relation to the city of Cambridge is indicated at Ordnance Survey national grid reference point TL4687262990;

• (f) the part of the district of South Cambridgeshire situated within the boundary of the Longstanton park and ride boundary as indicated at Ordnance Survey national grid reference point TL3989467931 and the location of which in relation to the city of Cambridge is indicated at grid reference TL4022267889;

• (g) the part of the district of South Cambridgeshire situated within the boundary of the Swavesey park and ride boundary at Ordnance Survey national grid reference point TL3647169535 and the location of which in relation to the city of Cambridge at Ordnance Survey national grid reference point TL3647269520; and

• (h) the part of the district of Huntingdonshire situated within the boundary of the St. Ives park and ride boundary at Ordnance Survey national grid reference point TL3222070956 and the location of which in relation to the city of Cambridge at Ordnance Survey national grid reference point TL3201070959.

SCHEDULE 2 — The part of the area of Knowsley Metropolitan Borough Council designated as a civil enforcement area for parking contraventions and as a special enforcement area

The whole of the area of Knowsley Metropolitan Borough Council except—

• (a) the M62 motorway from its westernmost Knowsley Metropolitan Borough Council boundary at Ordnance Survey national grid reference point SJ4130290416 to the easternmost Knowsley Metropolitan Borough Council boundary at a point coincident with Fox’s Bank Lane at Ordnance Survey national grid reference point SJ4777789694, including its slip roads;

• (b) the M57 motorway from its southernmost junction with A5300 Knowsley Expressway at Ordnance Survey national grid reference point SJ4650688883 to the northwestern most Knowsley Metropolitan Borough Council boundary at a point coincident with Satinwood Crescent at Ordnance Survey national grid reference point SJ3940398829, including its slip roads;

• (c) the A5300 Knowsley Expressway, from its northern most junction with M57 at Ordnance Survey national grid reference point SJ4650688883 to its southern most junction with A562 Speke Road and A561 Speke Boulevard at Ordnance Survey national grid point SJ4750985114, including its slip roads;

• (d) the A561 Speke Boulevard at Ordnance Survey national grid reference point SJ4395783747 to A562 Speke Road at Ordnance Survey national grid reference point SJ4783885171, including its slip roads;

• (e) the A580 East Lancashire Road at Ordnance Survey national grid reference point SJ4086796654 to A580 East Lancashire Road at Ordnance Survey national grid reference point SJ4574197021;

• (f) Higher Road, Halewood, including its slip roads from a point 276 metres east of its junction with Baileys Lane at Ordnance Survey national grid reference point SJ4567784626 to Speke Boulevard at Ordnance Survey national grid reference point SJ4667584839; and

• (g) the A58 Prescot By-pass, from its junction with the A57 Liverpool Road at Ordnance Survey national grid reference point SJ4571792742 to its junction with the A57 St Helens Road at Ordnance Survey national grid reference point SJ4708093251.

Explanatory note

(This note is not part of the Order)

EXPLANATORY NOTE

This Order designates parts of the area of The Cambridgeshire County Council and part of the area of Knowsley Metropolitan Borough Council as a civil enforcement area for parking contraventions and as a special enforcement area for the purposes of Part 6 of the Traffic Management Act 2004.

This Order also revokes and replaces the Road Traffic (Permitted Parking Area and Special Parking Area) (County of Cambridgeshire) (City of Cambridge) Order 2004 (S.I. 2004/2424).

An impact assessment has not been produced as no impact on the private or voluntary sectors is foreseen. An Explanatory Memorandum is available alongside the instrument on the UK legislation website, www.legislation.gov.uk.
