Coming into force in accordance with regulation 1

The Secretary of State makes these Regulations in exercise of the powers conferred by section 140(1)(b) and (c), (3)(c) and (d), and (9) of the 1990 Act[^f00003] and sections 36, 42, 46, 48, 49, 50, 52 to 55 and 62(2) of the 2008 Act[^f00004].
