The Health Protection (Coronavirus, Restrictions) (Protected Areas and Restriction on Businesses) (Amendment) Regulations 2020

Coming into force in accordance with regulation 1(2) and (3)
In accordance with section 45R of that Act the Secretary of State is of the opinion that, by reason of urgency, it is necessary to make this instrument without a draft having been laid before, and approved by a resolution of, each House of Parliament.
Citation and commencement

- (1) These Regulations may be cited as the Health Protection (Coronavirus, Restrictions) (Protected Areas and Restriction on Businesses) (Amendment) Regulations 2020.
- (2) This regulation and regulation 2 come into force on 26th September 2020.
- (3) Regulation 3 comes into force at 5.00 a.m. on 26th September 2020.
Amendment of Protected Areas

- (1) In the Health Protection (Coronavirus, Restrictions) (North of England) Regulations 2020, in regulation 2(1)—
- (a) after sub-paragraph (f) insert—
(fa) the area of Stockport Metropolitan Borough Council,
- (b) after sub-paragraph (i) insert—
(ia) the area of Wigan Metropolitan Borough Council,
- (c) after sub-paragraph (p) insert—
(q) the area of Leeds City Council.
- (2) In the Health Protection (Coronavirus, Restrictions) (North East and North West of England) Regulations 2020, in regulation 1(4), after sub-paragraph (za) insert—
(zaa) the area of Blackpool Council;
Amendment of the Health Protection (Coronavirus, Restrictions) (Bolton) Regulations 2020

In the Health Protection (Coronavirus, Restrictions) (Bolton) Regulations 2020, in the Schedule (businesses subject to restrictions or closure), in Part 1 after paragraph 4 insert—
(4A) (1) Businesses, other than businesses listed in sub-paragraph (2), providing food or drink prepared on the premises for immediate consumption off the premises. (2) The businesses are— (a) supermarkets; (b) convenience stores, corner shops and newsagents; (c) pharmacists and chemists; (d) petrol stations.

Explanatory note
(This note is not part of the Regulations)
EXPLANATORY NOTE
These Regulations amend the meaning of “the protected area” in the Health Protection (Coronavirus, Restrictions) (North of England) Regulations 2020 (S.I. 2020/828) and the Health Protection (Coronavirus, Restrictions) (North East and North West of England) Regulations 2020 (S.I. 2020/1010).
These Regulations also amend the Health Protection (Coronavirus, Restrictions) (Bolton) Regulations 2020 (S.I. 2020/974) to impose restricted opening hours on businesses in Bolton selling food or drink prepared on the premises for immediate consumption off the premises (except for certain businesses).
A full regulatory impact assessment has not been prepared for these Regulations.
