In accordance with section 45R of the 1984 Act, the Secretary of State is of the opinion that, by reason of urgency, it is necessary to make this instrument without a draft having been laid before, and approved by a resolution of, each House of Parliament.
Citation and commencement

- (1) These Regulations may be cited as the Health Protection (Coronavirus, Local COVID-19 Alert Level) (High) (England) (Amendment) (No. 3) Regulations 2020.
- (2) These Regulations come into force on 31st October 2020 immediately after the Health Protection (Coronavirus, Local COVID-19 Alert Level) (High) (England) (Amendment) (No. 2) Regulations 2020[^f00003] come into force.

In Schedule 2 to the Health Protection (Coronavirus, Local COVID- 19 Alert Level) (High) (England) Regulations 2020—
- (a) after “Barrow-in-Furness Borough Council” insert “Carlisle City Council”;
- (b) omit “Herefordshire” and “Telford and Wrekin Council”;
- (c) after “City of York Council” insert—
Telford and Wrekin Council

EXPLANATORY NOTE
These Regulations amend the list of areas which are subject to the restrictions specified in Schedule 2 to the Health Protection (Coronavirus, Local COVID- 19 Alert Level) (High) (England) Regulations 2020 (S.I. 2020/1104).
No impact assessment has been prepared for these Regulations.
