The Secretary of State makes the following Regulations in exercise of the powers conferred by sections 45B, 45F(2) and 45P(2) of the Public Health (Control of Disease) Act 1984[^f00001].
Citation, commencement and interpretation

- (1) These Regulations may be cited as the Health Protection (Coronavirus, International Travel) (England) (Amendment) (No. 24) Regulations 2020 and come into force at 4.00 a.m. on 17th November 2020.
- (2) In these Regulations, “the International Travel Regulations” means the Health Protection (Coronavirus, International Travel) (England) Regulations 2020[^f00002].
Amendment of the International Travel Regulations

- (1) The International Travel Regulations are amended as follows.
- (2) In regulation 4(13), after sub-paragraph (cc), insert—
(cd) in paragraph 42 of Schedule 2, where P is carrying out specified poultry processing activities at a specified farm— (i) paragraph (2) does not require P to remain in isolation from any other person who is living or working on the specified farm, (ii) paragraph (3)(a)(i) applies with the modification that the address specified by P as the address at which they intend to self-isolate must be the specified farm, and “specified poultry processing activities” and “specified farm” have the meanings given in paragraph 42 of Schedule 2, (ce) in paragraph 42 of Schedule 2, where P is carrying out specified poultry processing activities at the specified premises and living at the specified accommodation— (i) paragraph (2) does not require P to remain in isolation from any other person who is living at the specified accommodation or working at the specified premises, (ii) paragraph (3)(a)(i) applies with the modification that P is treated as self-isolating at the specified accommodation when working at the specified premises and when travelling directly between the specified accommodation and the specified premises, and “specified poultry processing activities” and “specified premises” have the meanings given in paragraph 42 of Schedule 2, and “specified accommodation” means the address specified in P’s passenger information at which P intends to self-isolate,
- (3) In Part 2 of Schedule 2 (persons not required to comply with regulation 4) after paragraph 41 insert—
(42) (1) A person who has an offer of employment for seasonal work to carry out specified poultry processing activities on a specified farm or at a specified premises. (2) For the purposes of sub-paragraph (1)— (a) “seasonal work” is employment which fluctuates or is restricted due to the season or time of the year; (b) “specified poultry processing activities” means– (i) catching poultry, (ii) slaughtering poultry, (iii) preparing and processing poultrymeat, (iv) packing poultrymeat; (c) “specified farm” means the farm named in the offer of employment; (d) “specified premises” means the slaughterhouse, processing site or other work premises named in the offer of employment.

EXPLANATORY NOTE
These Regulations amend the Health Protection (Coronavirus, International Travel) (England) Regulations 2020 (S.I. 2020/568) to amend the list of exemptions in Schedule 2 to the International Travel Regulations which specifies individuals who are exempt from the requirement to self-isolate (regulation 4).
The amendment allows individuals engaged in seasonal poultry farming work to self-isolate at their accommodation, their place of work and when travelling directly between those locations.
