The Secretary of State, in exercise of the powers conferred by Articles 4(3) and 15A(4)(b) of Regulation (EC) No 300/2008 of the European Parliament and of the Council of 11 March 2008 on common rules in the field of civil aviation security[^f00001], makes the following Regulations:

Amendment of Commission Implementing Regulation (EU) 2015/1998

  • In this Chapter ‘LAGs’ means liquids, aerosols and gels, which include pastes, lotions, mixtures of liquids and solids and the contents of pressurised containers. Examples of LAGs include toothpaste, hair gel, drinks, soups, syrups, shaving foam and other items with similar consistencies.
  • In this Chapter ‘STEB’ means a security tamper-evident bag.

(c) ‘LAGs’ has the meaning given to it in point 8.0.2; and (d) ‘STEB’ has the meaning given to it in point 8.0.2.

(12.0.1.6) In this Chapter: (a) ‘LAGs’ has the meaning given to it in point 8.0.2; and (b) ‘LEDS equipment’ means Liquid Explosive Detection System equipment.

Explanatory note

(This note is not part of the Regulations)

EXPLANATORY NOTE

These Regulations make amendments to legislation in the field of aviation security.

Regulation 2 amends Commission Implementing Regulation (EU) 2015/1998 (aviation security) (“the Retained Regulation”). In particular, the amendments remove requirements for the screening of passengers, staff and cabin baggage, as well as provisions which cross-refer to these requirements. Paragraphs (6), (7) and (8) of Regulation 2 insert definitions of LAGs, STEB and LEDS into the Retained Regulation in appropriate positions.

A full impact assessment has not been produced for this instrument as no, or no significant impact on the private or voluntary sectors is foreseen. An Explanatory Memorandum has been published alongside these Regulations on www.legislation.gov.uk.
