The Secretary of State makes these Regulations in exercise of the powers conferred by section 13(3) and (4) of the Higher Education (Freedom of Speech) Act 2023[^f00001].

Explanatory note

(This note is not part of the Regulations)

EXPLANATORY NOTE

These Regulations bring into force provisions of the Higher Education (Freedom of Speech) Act 2023 (c. 16) (“the Act”) relating to the role of the Director for Freedom of Speech and Academic Freedom at the Office for Students.

Regulation 2 lists the provisions of the Act that come into force on 14th August 2023.
