Accordingly, the Welsh Ministers make this Order.

Title and commencement

This Order is called the Civil Enforcement of Parking Contraventions (County Borough of Merthyr Tydfil) Designation Order 2011 and comes into force on 11 January 2012.

Designation of civil enforcement area and special enforcement area

The Welsh Ministers designate the area described in the Schedule as—

This Order applies to the whole of the County Borough of Merthyr Tydfil with the exception of—

Explanatory note

(This note is not part of the Order)

This Order designates the area described in the Schedule as a civil enforcement area and a special enforcement area for the purposes of Part 6 of the Traffic Management Act 2004. The practical effect of the Order is to enable the Council of the County Borough of Merthyr Tydfil to enforce parking contraventions within the area described in the Schedule to the Order through a civil law regime, as opposed to enforcement by police or traffic wardens in a criminal law context.
