The Welsh Ministers make these Regulations in exercise of the powers conferred by section 2(2) of the 1972 Act.

Title and commencement

(1) The title of these Regulations is the Equine Identification (Wales) (Amendment) Regulations 2019.

(2) These Regulations come into force on 28 March 2019

In regulation 8 of the Equine Identification (Wales) Regulations 2019[^f00003], for “responsible person” substitute “owner”.

EXPLANATORY NOTE

The Equine Identification (Wales) Regulations 2019 (S.I. 2019/57 (W. 20)) (“the Equine Regulations”) supplement and make provision for the enforcement of Commission Implementing Regulation (EU) 2015/262 laying down rules pursuant to Council Directives 90/427/EEC and 2009/156/EC as regards the methods for the identification of equidae (OJ No L 59, 3.3.2015, p.1) in Wales. Regulation 2 corrects the Equine Regulations to amend one reference to “responsible person” to “owner”.

The Welsh Ministers’ Code of Practice on the carrying out of Regulatory Impact Assessments was considered in relation to these Regulations. As a result, it was not considered necessary to carry out a regulatory impact assessment as to the likely costs and benefits of complying with these Regulations.
