L. 98–620, title IV, § 402(27), Nov. 8, 1984, 98 Stat. 3359, which related to preparation of a report by the mediator containing his recommendations for the settlement in the event of failure of the negotiating teams to reach agreement, was omitted from the Code as being of special and not general application.
